The BPF Recycling Council Ltd (BPFRC) is the representative body for UK plastic recyclers. BPFRC is a company limited by guarantee and is an independent not-for-profit organisation which is affiliated to the BPF and works closely with that organisation on all aspects of plastic recycling. It has strong links with other recycling organisations in the UK and abroad and is itself a member of EuPR, the European Plastics Recycling organisation.
The BPFRC executive role is fulfilled on a part time chargeable basis by Mark Burstall (Chairman) and Colin Williamson (Vice Chairman). Their role is to maintain a high level of visibility for the BPFRC, to manage any externally funded projects, to respond to any enquiries regarding plastics recycling and to ensure that issues of relevance to the membership are brought to their attention and that proper responses are made. There is a management committee, which is there to oversee the activities of the part time executives.
The BPFRC is an organisation that is set up to represent the interests of UK plastic recyclers and to promote best practice in the industry

It gathers members' views on issues, collates and expresses them to media, government or other relevant authorities as appropriate

It endeavours to collate statistics on UK plastics recycling to provide a basis for lobbying issues

It maintains a watching brief on developments in legislation that may affect plastics recyclers and ensures that members are kept informed of threats and opportunities.

BPFRC is a member of the European Plastics Recyclers (EuPR) which enables dialogue at European level and facilitates access to European Commission officials. The BPFRC has a seat on the EuPR management committee, participates in several of its special interest groups, and currently chairs two of these. Joint meetings with EuPR have taken place and others are planned. BPFRC members are permitted and encouraged to participate in EuPR interest groups.
BPFRC meetings provide a forum for discussion of plastic recycling issues

This allows members to meet other recyclers, raise matters of concern and learn about issues affecting others in the industry

Guest speakers are invited to some meetings to talk on relevant or interesting topics
The BPFRC champions the development of standards for recycled plastics

In 2004 it launched PAS 103, a publicly available specification for waste packaging plastics which was developed jointly with WRAP. More recently it has been involved in the development of a protocol for non-packaging plastics

It provides the chair for and participates in the CEN working group which has developed a series of European standards for recycled plastics

It liaises with the ISO working group dealing with recycled plastics
BPFRC members are encouraged to participate directly in standards development work. The BPFRC maintains a close relationship with other recycling interest groups, including the BPF automotive task force, the EPS packaging group, ICER, Recoup, and WRAP. Representatives from these groups regularly attend BPFRC meetings and provide briefings on related activities and developments.
