The British Plastics Federation (BPF) is in the process of setting up a restricted Climate Change Agreement for the Plastics Sector (BPF CCA) with the Department of Energy and Climate Change (DECC). This will result in a 80% discount of your Climate Change Levy on usage of electricity and liquefied petroleum gas (LPG) from your energy supplier.

Due to the extraordinarily tight deadlines detailed below it is imperative that you register your interest in the Scheme and progress your application to ensure maximum benefits.

The first step for companies wishing to join the agreement is the to complete and return the BPF1 Registration Form to climatechange@bpf.co.uk

Inenco-Energy Management Consultants- are working for the BPF in progressing the applications (PP4s) for site eligible production processes with DECC right now.

The BPF aims to sign the Umbrella Agreement (PP2) for the Plastics Sector once the Finance Act has received Royal Assent and the Instrument and Regulations are in place. It is expected that this will take place before the summer recess of Parliament on 21 July 2009.

This PP2 'Umbrella Agreement' signing between BPF/DECC is scheduled for 1 October 2009 and this will be the entry point for the BPF CCA scheme.

Those sites that have successfully progressed their PP4 and received confirmation from DECC of their eligibility by then will, once the Umbrella Agreement has been signed, also sign off their Underlying CCA (PP3) with DECC. The Supporting Analysis & Supplier Certificate (PP10 & PP11) advising HMRC and the energy companies of the (80%) CCL discount will be sent out at this time. It is hoped that the effective date of the levy discount can be 1/10/09 or a day or two after.

To complete all these 'PP' process steps you need to get moving with the registration and application process as soon as possible. Time is of the essence, a wave of applications are anticipated which will be dealt with on a ‘first come first served’ basis. Time really is money and the earlier you successfully complete your application, the earlier you will start to accrue the CCL discount from your energy provider.

The base year for energy calculation is 2006 and there is a great deal of information to get pulled together which Inenco will advise and assist on.

The earliest you can start benefiting from the CCL discount is the scheme start date 01/10/09 and many sites are indeed well ahead in the process and will qualify from that date.

However, the deadline to complete your PP4 will be 31/10/09 to ensure all DECC approval and (PP3) Site Agreement in place by 31/12/09. CCL discount will ordinarily apply in that case from 1/1/10.

If you miss this 31 October 2009 deadline, the next entry point will NOT BE UNTIL 1 April 2011.

The cost of the (BPF CCA) Annual Partner Fee is banded according to each site's climate change levy. You can calculate your Fee by completing the BPF2 Form-‘BPF CCA Partner Application’.

A one-off Joining Fee will be levied at 25% of the Annual Partner Fee.

The Partner Joining Fee becomes due once the Application form (PP4) has been sent to the site and Inenco engaged. The Annual Partner Fee once the PP4 has been quality checked by Inenco and sent to DECC.

Companies that are members of the BPF will receive a 50% reduction in their BPF CCA Partner Fees, and non-members of course can join at the same time as applying for the CCA in order to benefit from the reduction.

BPF Energy will administer the Climate Change Agreement for the Plastics Sector on behalf of the BPF and is supported by Inenco-Energy Management Consultants. All CCA applications must be routed through them although you are at liberty to use any advisor to assist in preparations and help meet targets on energy reduction.
